Nine years of struggle - Single mom facing hard times since spouse accidentally shot and killed

August 27, 2019

For 13 years, Rosemarie Trout enjoyed the special relationship that she had with Devon Delisser.

However, that loving relationship was cut short in 2010 when Delisser was shot and killed by the police along the intersection of Spanish Town Road and Norman Lane in Kingston 13.

Reports at the time were that Delisser was shot accidentally by a policeman about 9 p.m. while the security personnel were conducting patrols in the area. The policeman was taken off front line duty.

Trout told THE STAR that her life turned topsy turvy after she received the tragic news.

"He died just as his son was about to start primary school and he has been having a hard time since. He keep asking about his daddy and saying he wish his daddy wasn't dead," she said.

Delisser had four children before meeting Trout, and she said she tried to take care of them after his death but it was too much to bear.

As a vendor, she said she could not make ends meet, and some of his children had to stop attending school.

Reminiscing on the good times, Trout said she and Delisser started talking when she left high school and he had been by her side from then until he took his last breath.

"My first child was seven months hold when we started to talk and he took care of us so much and he had other children. Him put out so much interest in me. After he died I said that I needed to (do something) because their (Delisser's other children) mother died the year before him. But I could not manage; it grieve me," she said.

Trout said she was told that in order for his children to get compensation from the State, she needed to prove that he was the sole breadwinner of the house and he was the father of her child.

STRUGGLING ALONE

But she said that she was not told how to get that done. She said that since Delisser's death, she has been struggling alone.

She told the news team that on the day he died, Delisser was supposed to accompany her to Falmouth where they sold in the market; but he did not make the trip.

"We normally go Linstead or Falmouth market but that day he said he didn't want to go Falmouth and he went Linstead and on his way home this happen. I am trying but I need some help because my son going to be 15 and me have back to school and it really rough. I don't even know how to explain what is happening now," she said.

She said that she owes school fees amounting to $40,000 and she has no idea how she will make it through, but she is keeping faith.

Anyone who is willing to help Trout is asked to call her at 876-313-7749.
